How Much Should I Pay: 2009 Volkswagen Tiguan

Question From Mary: I am looking at another used white Tiguan SE 4Motion with 11,200 miles. Dealer’s price is 25163. I am offering 21500 for it. I know you told me that wholesale for this car is around 21000 but with 6000 miles. This has double the miles. If the offer gets rejected, what do you think would be my ceiling on this car? The carfax tells me that the glove box has already been replaced. Should that tell me something about the workmanship on this car?
On the other hand, I am eyeing a NEW Tiguan SE front wheel drive that a dealer is offering for 23373. MSRP is 27874. It’s not 4 Motion but its brand new and still has the full 3 year warranty as opposed to the 2 years on the used. Would this be a better a buy?
Thanks for all the advise. I bought my last car 10 years ago and just confused with all these new offerings it’s making my head spin.
